All yearly lists are based on American release dates for films. I generally use the commercial release dates in New York to determine a movie's year. Film festivals don't count. If a film is released only in New York and Los Angeles in December and then elsewhere in the country in January and February, it counts in the earlier year.
Keep in mind these lists are a completely subjective snapshot of my personal taste at the time. There are some choices on some lists that I would not make if I were writing the list today.
I only have top ten lists as far back as I've been seriously into film.
